Pathways' Tier 2 Services

Pathways offers longer-term shelter to individual men and women. There are two rooms for this service. Each room has two bunkbeds, providing four beds in each room. In order to qualify for this room, the client must be employed or have the ability to pay $150 up front for the first month. Guidelines for Tier 2 Services

General Guidelines and Procedures

  • Client must be 18 or older. 

  • If all four beds are filled (four for men, four for women), Pathways will establish a waiting list and will maintain contact with the individuals during the waiting process. 

  • Intakes are performed Monday through Friday between 8AM and 5PM. 

  • Individuals are encouraged to only bring clothing and essential items during their stay. Pathways does not have ample storage space for a large amount of household items.

Barriers from entering Tier 2 Shelter

  • Must have no active warrants or pending charges.

  • A background check is performed on every individual who enters this program.

  • Must not be on the sex offender registry.

  • Must be from within a 60-mile radius around Yankton. Pathways is not a relocation service. 

Rules of Tier 2 Shelter

  • Clients are required to sign in and sign out every time they leave or enter the premises.

  • Clients are required to provide staff with a work schedule and employment verification upon finding work. 

  • Curfew is 10:00PM. All clients must perform a daily PBT in order to get access to their room. To avoid a 10PM rush of PBTs, staff encourage any who are on site at 9PM to complete their PBT. Anybody who completes a PBT and then leaves the property will be required to complete another. We ask that you stay in your room between 10PM and 6AM. Surveillance cameras are in use at all times. Audio is recorded indoors and outdoors. 

  • There is NO SMOKING in the rooms. NO CANDLES OR HAIR DYING ALLOWED. NO WEAPONS. Windows and doors cannot remain open for prolonged periods.

  • Anyone possessing or under the influence of drugs or alcohol will be immediately evicted. We reserve the right to perform random PBTs at any time. Refusal to do the test is grounds for immediate eviction. 

  • All clients must shower daily, cannot go barefoot, and must be fully clothed. 

  • Damages to premises or furnishings are grounds for eviction.

  • Physical or verbal abuse between other clients or staff will be cause for immediate eviction. 

  • Clients are not allowed in any other room except for the one they are assigned. 

  • One night's absence is grounds for eviction. All clients must be on the property and have completed their PBTs when 10PM curfew begins. Furloughs for major life events (births, funerals, religious holidays) must be requested 24 hours in advance. 

  • Pathways will terminate services if clients engage in activity that jeopardizes their stability or the stability of other clients. This includes gambling, loss of employment through negligence, and frivolous spending. 

  • During a client's stay, there will be no pan-handling, soliciting or begging. We will make referrals to other agencies or use items donated to Pathways to meet clients' needs. Clients are not allowed to ask for personal donations from Churches, the Contact Center or other clients. 

  • Children are not to be left in the room alone for any reason. It is the client's responsibility to care for and keep your children safe. 

  • NO COOKING in client's room except for the microwave. No other cooking appliances are allowed. Dishes must be washed in the kitchen, not in the bathroom sink. Clients must sign up for use of the kitchen and are required to clean up when finished. 

  • There is a designated smoking area and container for cigarette butts. Lit cigarettes must remain within the smoking area. We will allow smoking past curfew but that is not a time to socialize or request things from staff. This is a privilege that can be revoked. 

  • Clients should bring all maintenance concerns to the attention of staff ASAP. 

  • All households are required to check in with Pathways' Case Manager at least once per week. Clients that do not meet this expectation will be asked to leave. Additional meetings with Pathways' Case Manager may be added as necessary. 

  • Client rooms must be neat and clean. Staff perform daily room checks for cleanliness in addition to intensive room searches for contraband. All trash (especially food) must be removed from rooms daily. Personal property is subject to inspection at any time, including vehicles. If staff believe there is contraband in a vehicle that is on the property, and the client does not allow them to search the vehicle, staff will notify police. 

  • Individual clients are expected to help maintain a room's cleanliness alongside their roommates. They are not allowed to put personal items on or under another client's bed. Closet space must be shared. 

  • Pathways is not responsible for lost or stolen items. Any belongings left behind when a client leaves will be packed up by staff and volunteers. Any items that clients want Pathways to hold must be delivered to staff in person. After 48 hours there are no guarantees these items can be returned. 

  • Visitors must sign in at the front desk when they come onto Pathways' property. Visitors are not allowed in client rooms. No visitors are allowed during the hours of 10PM-6AM. Pathways has the right to bar visitors or end visits. Visitors cannot receive services from Pathways. 

  • Laundry room is available between the hours of 6AM and 10PM. It is off limits to clients who have not signed up for it. Clients that do not clean up after using the laundry room may have the privilege revoked. 

  • Pathways can provide clients ride for business related to a client's case goals, but these are not guaranteed. You must ask a staff member for a ride with as much time in advance as possible. Last minute rides are not likely to be given. Staff will not give rides to gas stations, grocery stores, ATMs or to a friend's house. Rides will only be given when there are at least 2 staff members on duty. This means rides will not be possible after 5PM or on weekends. 

  • Clients interested in utilizing Tier 2 services will be required to pay monthly rent on a $5/$7/$10 schedule. The first 30 days is $5 per day ($150 paid up front), days 31-60 is $7 per day ($210 paid up front), days 61-90 is $10 per day ($300 paid up front). The goal is for clients to move into long-term housing as quickly as possible.
